Reimagining Public–Investor Partnerships: Systems Finance for Inclusive Sustainability Transformations

Despite unprecedented levels of global wealth, estimated at over US$460 trillion, our collective ability to address today’s most urgent challenges remains deeply constrained. Climate change, pollution and biodiversity loss, inequalities, including gender inequality, and persistent development divides are not simply underfunded, they are not properly directed. The Sevilla Commitment, adopted at 4th International Conference on Financing for Development (FFD4), pledges to launch an ambitious package of reforms and actions to close the financing gap and scale-up investment in sustainable development. Going forward, there is a need to reconfigure development finance, which continues to be project-based, short-term, and fragmented, misaligned with the dynamic and interconnected nature of these challenges and emerging global risks.

The joint meeting will provide a strategic opportunity to elevate the global dialogue on financing for systemic transformation. With five years left until 2030, ministers, senior policymakers, and leaders from across the international community will come together to consider new possibilities for mobilizing risk-informed investment in system change as a means to accelerate progress on the Sustainable Development Goals.
