The Quadrennial Comprehensive Policy Review (QCPR)

The Quadrennial Comprehensive Policy Review (QCPR) is the mechanism through which the General Assembly assesses the effectiveness, efficiency, coherence and impact of UN operational activities for development. The QCPR is the primary policy instrument of the General Assembly to define the way the UN development system operates to support programme countries in their development efforts.

The QCPR process is a shared responsibility of the General Assembly and the Economic and Social Council (ECOSOC). The General Assembly establishes system-wide policy orientations for the UN development system.  ECOSOC serves as an accountability platform for system-wide results and provides guidance to coordinate and improve the effectiveness of UN development system support to countries in implementing the 2030 Agenda for Sustainable Development.

Adoption of the 2024 QCPR

The General Assembly adopted the 2024 Quadrennial comprehensive policy review resolution (A/RES/79/226) at its fifty-fourth plenary session on 19 December 2024. The 2024 QCPR will guide the UN development system until 2028, over the last full cycle before the 2030 SDG deadline. The preparations for the 2024 QCPR resolution were informed by the Secretary-General through his progress report on QCPR implementation, as well as on a body of evidence-based as analysis and background information.

ECOSOC’s Operational Activities for Development Segment

The implementation of the QCPR is reviewed annually through the ECOSOC operational activities for development segment (OAS)

The 2025 ECOSOC OAS will be held from 20 to 22 May 2025.
