The Quadrennial Comprehensive Policy Review (QCPR)
The Quadrennial Comprehensive Policy Review (QCPR) is the mechanism through which the General Assembly assesses the effectiveness, efficiency, coherence and impact of UN operational activities for development. The QCPR is the primary policy instrument of the General Assembly to define the way the UN development system operates to support programme countries in their development efforts.
The QCPR process is a shared responsibility of the General Assembly and the Economic and Social Council (ECOSOC). The General Assembly establishes system-wide policy orientations for the UN development system. ECOSOC serves as an accountability platform for system-wide results and provides guidance to coordinate and improve the effectiveness of UN development system support to countries in implementing the 2030 Agenda for Sustainable Development.
The General Assembly adopts a QCPR resolution every four years. The most recent was the 2020 QCPR resolution which built on the UN development system reform (General Assembly resolution 72/279). The next QCPR resolution will be negotiated in 2024. The preparations for the 2024 QCPR resolution are informed by the Secretary-General through his progress report on QCPR implementation, as well as on a body of evidence-based as analysis and background information.
