2012 Operational activities for development segment

The 2012 operational activities segment took place during three full days from Friday, 13 July, through Tuesday, 17 July.

This year’s Segment focused on the preparations of the GA review of UN system operational activities for development (QCPR).  The Operational Activities Segment is also the place where Council exercises oversight of the funds and programmes and UN Women – which are “under the authority of the Council” ( A/RES/48/162 ). 

As in the past, the Segment included an opening session, thematic panels, a dialogue with Executive Heads of funds, programmes and UN women as well as a general debate.

The panels and general debate focused on the important themes identified in the QCPR preparations. They should be focused and fairly technical.  Some of the following themes were reflected in the panels:

  • Positioning of the UN system in a new development landscape
  • UN system funding
  • Challenges for the UN system in post conflict countries
  • The tools/instruments to improve coherence, including the UN Development Assistance Framework
  • The resident coordinator system
  • Efficient business operations
  • Mainstreaming South-South cooperation in the work of the UN system;
  • Gender dimensions
  • UN system’s support and adaption to the implementation of Rio+20 and the post-2015 agenda
  • Defining, managing and monitoring results in the UN context

The dialogue with Executive Heads focused on systemic issues within the remit of the QCPR and selected in consultation with participating funds, programmes and specialized agencies. The general debate provided an opportunity for Member States to make general statements on the QCPR.

The segment did not have a negotiated outcome: the practice has been that the segment does not adopt a resolution in the year when the GA conducts its QCPR.
