Implementation of the QCPR
The QCPR is the mechanism through which the General Assembly assesses the effectiveness, efficiency, coherence and impact of the United Nations development system's support to national efforts of developing countries to pursue their priorities and meet their development needs. It establishes UN system-wide policy orientation for development cooperation and country-level modalities of the UN system in response to the evolving international development cooperation environment.
The most recent QCPR was conducted in 2012, culminating into the landmark General Assembly resolution 67/226. The QCPR replaced the TCPR.
As a policy instrument, the QCPR assesses and evaluates the implementation of policies established in relevant General Assembly and ECOSOC resolutions. It looks to the future, providing an opportunity to Member States and other stakeholders to engage in dialogue on how to adapt UN operational activities for development to the changing global development cooperation context.
The Secretary-General facilitates the QCPR process of the General Assembly by providing analysis on the implementation of existing policies through several methods: firstly, through surveys of programme country governments, UN resident coordinators and country team members, UN operations management teams at the country level and agency headquarters respectively; secondly, through a series of analytical studies on selected issues; thirdly, through desks review of relevant substantive areas; and, fourthly, through country visits to programme countries. Stakeholder consultations are also an integral part of the QCPR process.
